Can a Psychologist Sign California Disability Forms?
Yes. EDD lists psychologists among the licensed practitioners who may certify a California Disability Insurance claim, provided they are licensed in good standing and acting within their scope of practice. Certification must be based on an actual clinical evaluation and treatment relationship, and it does not guarantee that EDD will approve the claim. For federal FMLA leave, the U.S. Department of Labor separately includes clinical psychologists as health care providers who may complete certification within their scope.

So the answer to the common question "does it have to be a medical doctor?" is no, at least as a general matter for mental health claims certified within a psychologist’s scope.
What does certification actually mean?
Certification is the clinical portion of a claim. The practitioner reports clinical findings: the condition, the relevant symptoms and severity, the functional limitations affecting your regular work, and the expected clinical course and treatment plan.
It is a professional statement about your condition, not a decision about your benefits. EDD reviews the claim as a whole and issues the determination.
Can a psychologist certify without evaluating me?
No, and it should not happen. Ethical certification requires an actual clinical evaluation and, in most cases, an ongoing treatment relationship. A practitioner is attesting to findings, which means the findings have to exist.

Does certification guarantee approval?

FMLA is a separate federal framework handled through your employer, not EDD. U.S. Department of Labor guidance treats clinical psychologists who are authorized to practice and acting within the scope of their practice as health care providers who may provide FMLA certification.
DOL guidance also notes that a diagnosis is not necessarily required on an FMLA certification, while an employer may require appropriate medical facts and information about the inability to perform essential job functions.
